摘要：

荷兰城镇化政策始于50 年前。起初，它是基于集中化分散概念和增长中心政策；1988 年以后，则是基于紧凑城市和开发区位管理政策。本文基于已有的评价性研究和地图分析，评估了荷兰50 年来的城镇化政策。虽然这些政策在强大的城镇化压力之下无法完全阻止城市蔓延，但的确产生了一些积极的效果。

Abstract：

Dutch urbanization policy began 50 years ago. In the first decades, it was based on the concept of ‘concentrated deconcentration’ and growth centre policy, and, after 1988, on the compact-city policy and the so-called Vinex locations. This article evaluates the urbanization policy over these 50 years, using existing evaluation research and map analyses. It concludes that, although the policy had some positive results, it was unable to prevent urban sprawl in the Netherlands.
