摘要：

2010 年英国联合政府上任之初就面临着国民经济衰退和可持续发展陷入困境的种种挑战。因此联合政府于2011 年颁布了《地方主义法》，希望通过撤销“区域空间战略”，启动“邻里规划”，简化规划程序，推动地方主义实现空间规划体系的改革，来消除传统规划缺乏应变能力及效率低下等弊端。本文重点分析和研究了此次空间规划体系改革中简化规划程序和启动“邻里规划”等措施，探讨新的举措潜在的或已经产生的问题。希望通过对这些问题的分析和思考，为我国“国土空间规划”的构建和完善提供借鉴。

Abstract：

In 2010, the Coalition government of UK faced the challenges of national economic recession and sustainable development. Therefore, the United Government promulgated the“ Localism Act 2011” which establishes “neighbourhood plan” while revoking the former statutory plan, “Regional Spatial Strategy”. The objectives of the Act were to simplify planning process, to promote the reform of the spatial planning system by localism, and to reduce restrains, such as lack of ability in dealing with changes and less efficiency in traditional spatial planning system. This paper analyses the measures including simplified planning process and the initiation of “neighbourhood plan” in this reform to explore potential and/or existing problems of new initiatives. It is expected to provide some experience and lessons for the establishment and improvement of“ Territorial Space Planning System” in China by analysing these issues.
