随着经济全球化与发展中国家的快速城市化， 以非正规住房为代表的城市“非正规性”问题不断 涌现，既引发了一系列社会经济问题，也为城市经 济发展作出了一定的贡献。本文首先梳理了国内外 非正规住房的研究进展，并以非正规性的价值转向 为视角，分析了巴西在快速城市化进程中非正规住 房治理从“拆除”到“赋能”的发展历程，并于文 末探讨了其对我国非正规住房治理的启示。

Abstract：

With the economy globalization and rapid urbanization in developing countries, the phenomena of “urban informality” represented by informal housing has been widespread. Although the urban informality causes a series of social and economic problems, but also contributes to the economic growth of cities. This paper first reviews the research progress of informal housing at home and abroad, analyzes the development process of informal housing governance from “demolition” to “empowerment” in Brazil in the process of rapid urbanization from the perspective of the value turn of informality. It concludes with policy implications of the informal housing governance in China.
