Dutch Social Housing Development Model: Operation Managed by Non-profit Organizations Under Governmental Supervision

Abstract:
The Dutch social housing is famous for its large market share and relatively high quality. During the long developing period of more than one century, a social housing development model has formed in the Netherlands: under the supervision of the government, housing associations (independent non-profit organizations) provide and manage social housing in a market-oriented way. This paper focuses on the different roles of government and housing associations, the management and operation framework of housing associations, and the restricting and supervising mechanism to housing associations. This paper aims at providing useful suggestions for Chinese affordable housing development and management.
