Abstract：

In a fine governance-oriented planning era focusing on urban regeneration, Beijing has launched a “responsible planner” system in 2019 to bridge the gap between not only government management and social autonomy, but also elite aetion and public demand. It is an important reform measure for Beijing to strengthen its urban regeneration and grassroots governance. For each sub-district or township in Beijing, responsible planners, who are responsible for directing and promoting the “co-construction, co- governance and sharing” urban planning and construction at the grassroots level, are employed by the government. Based on a review on the grassroots planner systems worldwide, this paper summarizes the action mechanism, the gains and losses of responsible planner system during the past two years, as well as discussing its role and work mode transformation. It summarizes the challenges faced by the system and puts forward several optimization suggestions for the further development, thus to provide reference to other Chinese cities and regions.
