摘要：

如何实现区域协调与区域合作是大都市区发展面临的共同挑战。德国自1995 年逐步确定建设11 个具有欧洲影响力的大都市区的目标以来，各城市地区都在积极探索推进区域协作的方法和途径。本文以斯图加特、汉诺威、柏林—勃兰登堡和莱茵鲁尔为例，对比分析了德国大都市区通过区域管治实现区域合作的四种典型模式及其特点，并总结德国经验对我国都市区发展的借鉴意义。

Abstract：

How to achieve regional coordination and regional cooperation is a common challenge for the development of metropolitan regions. Since the goal to establish 11 European Metropolitan Regions has been set up gradually in Germany from 1995, the various city regions are actively exploring the ways and means to promote regional collaboration. Taking the metropolitan regions of Stuttgart, Berlin-Brandenburg, Hannover and Rhine-Ruhr as examples, the paper compares and analyzes the four most typical regional governance modes in Germany through which to realize regional cooperation and their characteristics. It also sums up the reference value of Germany’s experience for the development of metropolitan regions in China.
