摘要：

《规划与强制收购法2004》实施以来，英格兰的规划体系发生了根本性的变革。“地方发展框架”就是新体系下的一个新事物。本文在对其进行全面引介的基础上，探讨了对我国地方层面规划的启示。

Abstract：

Planning and Compulsory Purchase Act 2004 had brought great changes to the planning system of England. The paper introduces the Local Development Framework （LDF） in England and discusses its revelation for local-level planning in China.
