摘要：

今天的中国正处于推进新型城镇化、城乡发展一体化的关键时期。十八大提出：“加大统筹城乡发展力度，加快完善城乡发展一体化体制机制，着力在城乡规划、基础设施、公共服务等方面推进一体化。”如何从城乡规划入手，引领美丽乡村建设、构建和谐的城乡关系，是当代城乡规划工作者的历史责任。相对于研究和实践丰富的城市规划，目前乡村的基础研究、规划方法、实施制度、人才支撑等明显不足。因此，本文在借鉴国外乡村规划建设经验的基础上，结合笔者亲历的江苏乡村规划建设实践，提出了促进城市规划向城乡规划转变的相关思考和建议。希望引发更多同行对乡村的关注，通过理论界和实践者的共同努力，寻找到适合中国特点、反映城乡特色、体现当代人居需要的城乡统筹规划之道。

Abstract：

Today, China is in the critical period of promoting new-type of urbanization and urban-rural integration. The 18th National Congress Report of the Communist Party of China (CPC) pointed out that ‘We should speed up improvements to institutions and mechanisms for promoting integrated urban and rural development, with a focus on integrating urban and rural planning, infrastructure and public services’. For contemporary urban-rural planners, it is the historical responsibility to construct the beautiful countryside and harmonious urban-rural relationship through planning. However, rural planning is now much more insufficient in basic research, planning method, implement system and talent support than urban planning. Based on the international experience, combined with the authors’ practice in Jiangsu province, the paper proposes the related reflection and suggestion on the transformation from urban planning to urban-rural planning. And it is hoped to draw more attention on rural area and make joint contributions to find the right way to the urban-rural integration planning which suits Chinese situation, reflects the characteristics of both urban and rural areas and satisfies the human beings’ needs.
