摘要：

本文首先选取了美墨、欧盟、南部非洲三种具有发展阶段差异、经济水平差异、政治背景差异的跨国境合作地区，分析了这些跨国境地区合作的进展与发展现状，在此基础上进一步梳理跨国境地区合作的合作原因与合作动力，归纳跨国境地区合作的动力机制。研究认为：（1）跨国境地区的合作动力可归纳为五种——经济联系建设、地缘安全保障、国际环境塑造、自然/ 社会系统保护、跨境资源开发；（2）在动力机制上，虽然这五个方面是跨境合作的最主要合作动力，但是在不同案例中重点差异非常大；（3）不同合作重点下，会在实际合作中产生不同的合作模式并直接影响到合作的成效。

Abstract：

This paper selects three cases of cross-border cooperation that vary in terms of development stage, economic growth and political context, i.e. Mexican-US, EU, and Sub-Sahara Africa. The history and the current development of these cross-border regional cooperations are analyzed, which leads to a further discussion of the cause and momentum of cooperation. The paper suggests that: (1) the driving force can be categorized into five aspects: building economic ties, providing geopolitical security, shaping the international environment, preserving natural/social system, developing cross-border resources; (2) these five mechanisms, albeit the primary impetus for cooperation, show important variances in focus of different cases; (3) difference in cooperation focus will generate different patterns of cooperation and will have an direct impact upon the effectiveness.
