摘要：

中国现阶段的城市化除了城市数量增加、规模扩大之外，另一个重要特征就是城市与周边区域联系不断加强，呈现出城市化区域不断扩张的状态，符合“大都市区”这个概念的主要特征。随着中国大都市区不断涌现，要保证这些大都市区的健康成长，就需要解决它们的公共事务的治理难题，其关键在于如何平衡碎片化的权威与整体性的治理之间的张力，治理不断扩张的跨界公共事务。《发展中国家的城市治理与融资》一书中主要探讨的就是发展中国家大都市区的治理和融资问题，非常契合我国大都市区治理所面临的问题。因此，本文选取该书中一些值得借鉴的观点，供中国大都市区的治理与发展进行参考。

Abstract：

In addition to the larger numbers and sizes of cities, the increasing connectivity between cities and their surrounding areas is another key characteristic of China’s current urbanization. It is in accordance with the main feature of a metropolitan area concept. To ensure the healthy growth of these emerging metropolitan areas, it is necessary to solve the challenging governance issues. The key is to balance the tension between the fragmented authority and holistic governance and govern the extending transboundary public affairs. Governing and Financing Cities in the Developing World focuses on the governance and financial issues in developing countries, which are also relevant to China. Therefore, this paper introduces the relevant perspectives of the book and discusses their implications for governing and financing China’s metropolitan areas.
